On June 29, just prior to his retirement, Rear Adm. David Goggins, the former direct reporting program manager, AUKUS Integration and Acquisition Office, visited the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, to recognize the contributions of APL staff members to developing and successfully fielding new technological advances that bolster the nation’s undersea capabilities.

“This team has had a huge impact on making sure our nation keeps our undersea advantage,” Goggins said. “The work you do here is amazing, complex and phenomenal, and we are very proud of what has been accomplished. I want to personally thank you — you are the brainpower behind much of what we do to keep our advantage in the undersea domain.”

Goggins relayed his appreciation to a group that included APL Director Ralph Semmel and more than 40 staff members from the Laboratory’s Sea Control Mission Area, including Mission Area Executive Christopher Watkins.

APL has been a key partner on Navy undersea platforms since the 1960s, providing physics-based and operational technical analysis; modeling and simulation; sea testing and evaluation; systems engineering expertise; and tactics, techniques and procedure recommendations for multiple generations and classes of vessels and strategic systems.
