BioCrystal D. Lemley became the operations executive for the Business, Construction, and Facilities Department at the Johns Hopkins Applied Physics Laboratory (APL) in 2024. She oversees financial planning, business operations, auditing, records management, security, safety, food services, and enterprise business applications. She serves as a senior adviser to the chief financial officer/department head and ensures operational efficiency across these functions. Previously, she was the operations executive for the Research and Exploratory Development Department (REDD) from 2016 to 2023, managing business and administrative functions for over 700 staff members. She also gained experience leading large-scale facility projects, including Building 201. Ms. Lemley has held multiple leadership roles at APL, including chairing the Benefits and Appeals Committees and contributing to strategic planning initiatives. Before becoming an operations executive, she led REDD’s Business and Financial Planning Group, overseeing financial management and reporting. She earned a B.F.A. from Savannah College of Art & Design and an M.B.A. from Frostburg State University.
