Bio
BioPaul L. Oostburg Sanz is the general counsel and executive leader for Tech Transfer at the Johns Hopkins Applied Physics Laboratory (APL), the nation’s largest university affiliated research center. In addition to his role as chief legal advisor to the Laboratory, Mr. Oostburg Sanz serves as a strategic advisor to the director. In that capacity, he leads APL’s Technology Transfer activities, which connect academia and cutting-edge technology companies and government sponsors to address national security, space, and global health priorities.
Prior to joining APL, Mr. Oostburg Sanz was the general counsel for the U.S. Department of the Navy from 2010 to 2017. He also performed the duties of the under secretary of the Navy with respect to intelligence, classified programs, and sensitive activities, and served as the Navy’s senior ethics officer. Prior to being confirmed by the Senate, Mr. Oostburg Sanz served as the general counsel for the Committee on Armed Services in the U.S. House of Representatives. Mr. Oostburg Sanz earned a bachelor’s degree in Foreign Service from Georgetown University, an M.P.A. from Princeton University, and a J.D. from Harvard Law School. He was twice awarded the Department of the Navy’s Distinguished Public Service Award and received the secretary of defense’s Medal for Outstanding Public Service.
